The compulsory certification is to be performed by the airport certification agency and appropriate regional certification bodies duly accredited by the Russian Federation air transport certification system. Widely used for certification are relevant certification centers and testing laboratories.

Airport Certification Center
Responsible for preparation and review of documents related to the operation of airports and its facilities:
- airfield support;
- flight navigation support;
- passengers, baggage, mail and cargo handling;
- civil aviation airports and heliports (physical characteristics, daylight marking of pavements and obstacles).
Airdrome Testing Laboratory
Responsible for:
- evaluation of pavement bearing capacity (PCN values are computed by a combined theoretical-and-experimental procedure) and operational condition;
- assessment of the airfield pavement roughness:
- roughness measurement and operation safety assessment;
- elaboration of corrective measures to eliminate surface irregularities
Progresstech-Test Laboratory
Responsible for testing the industrial and civil engineering materials and structures.
